It is said that Sadayoshi Itoda (Hojo Sadayoshi), who was the Toyomae Province Protector (a position in charge of local military and police affairs), resided in the area at the end of the Kamakura period (1185-1333). It is assumed that the reason Itoda was considered important as the location of the Toyomae provincial governor was because the governor, who was in charge of maintaining public order, was the center of local control of the shogunate, and it was the most appropriate place to lead the Heike warrior clans in Toyomae, especially in the areas of Toyomae and Chikuzen, where Heike rule was deeply rooted, as well as a military base to prepare against an attack by the Mongolian Empire. It is also assumed to have been a military base in case of an attack by the Mongolian invaders.
